The case for mainland

When a DET licence is the right call

Mainland is not automatically better, and it is rarely cheaper to start. It wins decisively in four situations, and in those situations nothing else will do.

You sell to UAE customers

Retail, food and beverage, clinics, salons, workshops and any business whose revenue comes from people physically in the Emirates. A free zone licence cannot serve these markets directly.

You bid for government work

Federal and emirate-level tenders generally require a mainland licence and, for certain categories, an In-Country Value certificate that free zone entities cannot obtain.

You plan to hire in numbers

Once you pass four or five staff, buying visas inside a free zone package costs more than leasing the office space that unlocks them on the mainland.

You need a real address

Contractors, importers, clinics and anyone requiring an inspected premises or a municipality permit needs a registered tenancy, not a flexi-desk.
Licence categories

Four DET licence types, four different rule sets

Commercial licence

For buying and selling goods: trading, import and export, distribution, retail and e-commerce. Up to ten related activities on a single licence.

Professional licence

For services delivered through expertise: consultancy, IT, marketing, design, education and technical services. Qualifications are often required.

Industrial licence

For manufacturing, assembly, packaging and processing. Requires an industrial facility and, usually, Ministry of Industry clearance.

Instant licence

A one-year licence issued in minutes for selected activities, with no Ejari needed in the first year. A fast way to start trading and formalise later.
Sole practitioners selling online from home should also look at the E-Trader licence — a low-cost DET permit for UAE and GCC nationals and, in defined cases, residents trading through social media without a physical shop.
The process

From name reservation to licence in hand

01

Activity selection and legal form

We match what you actually do to DET activity codes and pick the legal form — LLC, sole establishment or civil company — that gives the ownership and liability profile you want.
Day 0–1
02

Trade name reservation

We check your preferred names against DET naming rules and reserve the first one that clears. Rejections here are the most common cause of delay.
Day 1
03

Initial approval

DET confirms in principle that a foreign investor may carry out the chosen activities. Activities needing external approval are identified and submitted now.
Day 2–4
04

MOA and tenancy

The memorandum of association is drafted and notarised, and your office lease is signed and registered in Ejari. The registered area sets your visa quota.
Day 3–8
05

Licence issuance and establishment card

DET issues the trade licence. We then open your immigration establishment card and labour file so visa applications can begin.
Day 7–15
06

Banking, tax and compliance handover

Corporate bank application, Federal Tax Authority corporate tax registration, VAT registration where thresholds apply, and a twelve-month compliance calendar.
Week 3–8

Documents

What we will ask you for

Nothing exotic, but incomplete documents are the single biggest source of delay. We send a checklist after the first call and chase only what is missing.

Attestation handled for you

Foreign documents usually need notarisation, foreign ministry legalisation and UAE embassy attestation. Our PRO team manages the chain and the translations.

One trip, not three

We sequence signing, medical testing and biometrics so a single visit to Dubai completes licensing, visa and bank onboarding.
Questions

Mainland company questions

For the large majority of commercial and professional activities, no. Amendments to the Commercial Companies Law removed the blanket 51% local ownership requirement, and the Department of Economy and Tourism now issues licences with 100% foreign ownership across thousands of activities. A short strategic-impact list — parts of defence, security, certain utilities and a few banking-adjacent sectors — still requires Emirati participation. Some professional licences also use a Local Service Agent, who holds no shares and takes no profit but is paid an annual fee for government liaison.

Mainland visa quotas are tied to office space, not to a package. As a working rule, the Ministry of Human Resources allocates roughly one visa per 9–10 square metres of leased office area, subject to activity and inspection. A small 200 sq ft office might support two to three visas; a 1,000 sq ft office comfortably supports eight to ten. Because the quota scales, mainland becomes more economical than free zone once your headcount passes four or five people.

Ejari is Dubai’s tenancy registration system. Your commercial lease must be registered in Ejari before the DET will issue or renew a mainland licence, and the registered area is what the immigration authority reads when it sets your visa quota. In practice the tenancy is the single largest and least flexible cost in a mainland budget, which is why we size it against your hiring plan rather than your current headcount.

There is no simple conversion. In most cases you either incorporate a new mainland entity and migrate the business into it, or you add a mainland branch of the free zone company — which keeps one set of shareholders but creates a second licence and a second set of renewals. Both are routine, but both cost more than starting in the right jurisdiction. This is the main reason we spend the first call on where you will be selling in three years, not just today.

Renewal is usually 70–90% of the first-year government cost, because you pay the licence fee, market fee and activity charges again but not the one-off incorporation items. The bigger variable is the tenancy: if your Ejari renews at a higher rent, your licence renewal rises with it. Budget realistically for year two from the start.
