No PRO salary or visa on your payroll
Public Relations Officer — in the UAE sense, the person who deals with government departments on a company’s behalf. In practice a PRO handles licence amendments, immigration files, labour submissions, attestation, notarisation and the queueing that goes with all of it.

Foreign documents must be recognised by UAE authorities through a chain: notarisation in the issuing country, legalisation by that country’s foreign ministry, attestation by the UAE embassy there, then attestation by the UAE Ministry of Foreign Affairs, then legal translation into Arabic. Each link has its own queue. Three to six weeks is normal; some countries take longer.
Yes — activity changes, shareholder transfers, trade name changes, address changes, manager appointments and legal form conversions. Each has its own document set and authority approval, and each must be reflected consistently across the licence, the immigration file and your bank records.
